The spokesperson pointed out that medium and heavy rare earths are dual-use items for both military and civilian purposes. China's implementation of export controls on these materials is aimed at safeguarding national security and fulfilling international non-proliferation obligations, which aligns with international practices and reflects China's consistent stance of upholding world peace and regional stability.

Meanwhile, China has noted that with the development of emerging industries such as robotics and new energy vehicles, global demand for medium and heavy rare earths in civilian applications continues to grow. In response, the Chinese government conducts reviews of rare earth export licenses in accordance with laws and regulations, has approved a certain number of compliant applications, and stated that it will continue to strengthen approval procedures in this area.
The Ministry of Commerce emphasized that as a responsible major power, China is willing to strengthen communication and dialogue with relevant countries, promote compliant and convenient international trade under the premise of lawful control, and contribute to the development of the global economy.
